Ashgabat hosts the conference dedicated to the 10th anniversary of the Institute of State and Law under the President of Turkmenistan

The conference hall of the Palace of Justice hold scientific and practical conference “Development of the Statehood, Legal System and Democracy in Neutral Turkmenistan” timed to the 10th anniversary of the foundation of the Institute of State and Law under the President of Turkmenistan. 

Heads of diplomatic missions and international organizations accredited in our country, Turkmenistan ambassadors overseas, scientists of the Academy of Sciences and branch research institutes, students of the Academy of State Service under the President of Turkmenistan, specialists of the ministries and departments, professors and lecturers of number of high educational institutes, representatives of non-governmental organizations and mass media took part in the forum. 

Subjects of the development of national legislation in accordance with international legal standard, intensification of democratic processes and consolidation of human rights in our country, achievement of the Goals of sustainable development by modernization of education, science, diplomatic practice and other have been brought in the agenda. 

Large-scale transformations aimed at further improvement of legislation systems are carried out in Turkmenistan under the leadership of the Head of the State. Resolutions on energy security and transport sphere initiated by Turkmen leader and adopted by the United Nations General Assembly as well as the Resolution of Strengthening the links between all modes of transport to achieve the Goals of Sustainable Development that was also unanimously adopted by all United Nations members indicate deserving contribution of our country to the development of international law. 

Appropriateness of the subjects of the conference is related with further development of free market that stipulates greater involvement of the citizens and legal entities in legal relations, with increment of the investment volumes to economic and social sphere. 

Scientific studies in legal system are very important practical significance for law making and law enforcement practices, scientific interpretation of the provisions of national legislation. The Institute of State and Law under the President of Turkmenistan founded by the Resolution of the Head of the State on December 26, 2007 is fruitfully working on these subjects for ten years already. Scientific and research practice experience gained for all these years indicates the formation of national jurisprudence school with big potential. 

All achievements of our country in political, economic and social spheres are logical result of constructive constitutional construction. The participants noted that these successes are related with far-sighted policy of the Head of the State and consistency of the moves toward strategic targets. 

Realization of civic rights is closely related with the development of the statehood. Turkmenistan formed legal system based on the course toward the improvement of the efficiency of legal regulation of social relations for protection rights and freedoms of individual, state sovereignty and provision of national interests in the world arena. Legal system of our country is aimed at the improvement of life level of the population in harmonic combination with international law standards. 

Acting Permanent Coordinator of the United Nations and Representative of the UN Development Programme in our country Vitaliy Vremish highlighted in his speech during the forum that the UN welcomes the provisions of new edition of the Constitution of Turkmenistan, which guarantee the equality, protection of right and freedoms of people. 

Our country with developed election system adopted number of important laws on the elections at different government level including integrated Election Code, established strong legal institutes that became the factors of consolidation of democracy. Today, cooperation of Turkmenistan with the UN has a character of strategic partnership including in the development of civic freedoms, V. Vremsih noted. The United Nations Organization is interested in further fruitful cooperation with our country for protection of peace and stability in the region and on the planet.  

Head of the Organization for Security and Cooperation in Europe (OSCE) in Ashgabat Nataly Drozd highlighted that modern condition of election system, legal institutes and national legislation visually demonstrate practical activities of Turkmenistan aimed at the improvement of election process, improvement of human rights and freedoms and bringing of it to the correspondence with international standards. Taking into account reached successes, the Centre is interested in further consolidation of the cooperation with our country in all spectrum of the activity of the OSCE. 

Authorized Representative on human rights in Turkmenistan made a speech at he forum of the subjects of legal guarantees of human rights and harmonization of national practice and international principles. It was highlighted that wide opportunities for active participation of young scientists in the researches of democracy and rights sphere have been made recently. 

The participants noted the importance of legal education and culture as well as the role of Government organizations in realization of the rights and freedoms of the citizens declared by the Main Law. The Constitution of Turkmenistan has huge potential being solid and flexible base of national legislation system. The Main Law is to provide both the sustainability and dynamics of political, social and economic growth of the country. Constitutional principles take important place in the activity of modern legal state, its institutes, political parties, non-governmental associations and every citizen.  

While being logical result of stable social and economic development of the country, the realization of human rights and freedoms supports the strengthening of humane principles in Turkmen society. It corresponds with constitutional objectives of the state – to develop the rights and freedoms of the citizens comprehensively. The law serves as considerable social benefit that is necessary element of moral values. 

The outcomes of scientific and practical conference “Development of Statehood, Legal System and Democracy in Neutral Turkmenistan” are to support further improvement of the statehood and development of national legal system and democracy.
