The Memorandum of Mutual Understanding on the implementation of the project on the construction of Turkmenistan-Afghanistan-Pakistan power transmission lines was signed between the Ministry of Energy of Turkmenistan and Çalyk Holding A.Ş in Ashgabat.

As it was underlined that the Ministry of Energy organized the meeting on the instruction of President Gurbanguly Berdimuhamedov in order to develop the legal framework for mutual cooperation on the construction of the 500-kV power transmission line along the Turkmenistan-Afghanistan-Pakistan-India transnational gas pipeline. It was noted that the jointly developed programme that includes the specific proposals to enhance the efficient cooperation in the energy sector with the Turkish company Çalyk Holding A.Ş would provide a reliable basis for the fruitful dialogue.

The Turkish businessmen underlined that Turkmenistan with its impressive achievements in the social and economic development of the country aroused sincere interest and recognition throughout the world. Due to the policy of wide international cooperation both with neighboring countries and all countries of the world, pursued by the Turkmen leader, the close business relations have been established with the representatives of business circles, who are striving to make their significant contribution to the implementation of the reformatory programmes and projects, aimed at building up a powerful industrial infrastructure.

In addition to providing all the infrastructure facilities of the gas pipeline with electricity, power transmission lines will make it possible to export electricity through Afghanistan to Pakistan and other countries of Southeast Asia, the government of which have repeatedly stated their high interest in the implementation of this project, initiated by the Turkmen leader.

The increase in electricity production and its exports, the improvement of the quality of energy supply, the construction of energy-intensive industrial production in order to improve the economic, social and living conditions of the population were specified among the priority areas for the development of the energy policy of Turkmenistan. Thus, at present, several gas turbine power plants were built in the framework of the Concept for the Development of the Electricity Industry for 2013-2020.

It was noted that the large-scale works in this field allow our country to fully provide itself with electricity and export it to the neighbouring countries - the Islamic Republic of Afghanistan and the Islamic Republic of Iran. As is known, with the aim to increase the volumes of electricity exported to Afghanistan, the overhead transmission line and the 500-kV substation were built.

The innovations introduced in the industry, as well as the huge reserves of natural gas in the country - one of the most effective and environmentally safe types of fuel for power plants contribute to the effective implementation of the tasks set by President Gurbanguly Berdimuhamedov to the strategic sector of the national economy.

It was emphasized that the strengthening of the position of the global economy directly depends on the sustainability of the world energy. The availability of the wide access to the inexpensive, reliable, modern energy sources is crucial for the progressive development of all countries, the welfare of their peoples. The efforts of the world community, including in accordance with the 2030 Agenda for Sustainable Development adopted at the United Nations, are directed to achieve this goal.

In turn, this means the necessity to develop the effective mechanisms of cooperation between the states in the energy field that are supported by the international law, the formation of the strong, unshakable and universal principles, governing the course of the global energy cooperation.

In this regard, it was emphasized the active position of Turkmenistan that demonstrating the commitment to the course of the wide international partnership, and striving to place its colossal resource potential in the service of the whole of mankind, consistently contributed to the formation of the new architecture for the global energy security, and took concrete measures in this direction.

In conclusion, the meeting participants noted that the Memorandum of Understanding between the Ministry of Energy of Turkmenistan and Çalyk Holding A.Ş would launch a new stage of the ambitious works to supply Turkmen energy resources to the world consumers in the name of good-neighborly relations, peaceful development, mutually beneficial and equal cooperation.
