The constructive foreign policy of neutral Turkmenistan is aimed at strengthening and expanding fruitful cooperation with countries around the world, particularly with neighbouring states.

As noted by the National Leader of the Turkmen people, the Central Asian states possess tremendous potential, the realization of which serves the interests of common prosperity and progress. Turkmenistan advocates a systematic, balanced and comprehensive approach to the development of regional cooperation, which is of particular importance in the context of the region’s growing role not only in the continental, but also in the global dimension.

Today, on 8 October 2026, the Consultative Meeting of the Heads of State of Central Asian Countries and the Republic of Azerbaijan was held in the National Tourist Zone «Avaza».

The meeting was attended by President of the Republic of Azerbaijan Ilham Aliyev, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, President of the Kyrgyz Republic Sadyr Japarov, President of the Republic of Tajikistan Emomali Rahmon, President of Turkmenistan Serdar Berdimuhamedov and President of the Republic of Uzbekistan Shavkat Mirziyoyev.

It is important to note that the Consultative Meetings of the Heads of State of Central Asian Countries have convincingly demonstrated the viability, usefulness and high effectiveness of this format of political interaction. These meetings serve as an open, friendly and constructive platform for dialogue.

According to the common view of the participants in this format, such a mechanism makes it possible to respond in a timely manner to processes taking place in Central Asia and helps shape national priorities while taking into account the interests of partners.

At the initiative of the National Leader of the Turkmen people and under the wise leadership of President Serdar Berdimuhamedov, Turkmenistan advocates enhancing the effectiveness of this format.

In this regard, Turkmenistan proposed convening an extraordinary Consultative Meeting of the Heads of State of Central Asian Countries in the National Tourist Zone «Avaza», on the platform of the Third United Nations Conference on Landlocked Developing Countries, which was held in August last year.

The meeting was addressed by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov.

In his speech, Hero-Arkadag noted that “as practice demonstrates, the initiative to hold Consultative Meetings has proved to be highly relevant and fully in tune with the spirit of partnership in addressing pressing issues. And it can be confidently stated that today this is no longer merely a regional format of political communication, but an undeniable factor of international significance”.

It was precisely during that meeting that Turkmenistan put forward a proposal for the Republic of Azerbaijan to join the consultative meetings as a full-fledged member.

At the current Consultative Meeting of the Heads of State of Central Asian Countries and the Republic of Azerbaijan, the sides discussed issues related to further strengthening political-diplomatic, trade-economic and cultural-humanitarian cooperation, and exchanged views on the practical implementation of joint initiatives.

Following the negotiations, the Decision “On the Regulatory Documents of the Consultative Meeting of the Heads of State of Central Asian Countries and the Republic of Azerbaijan” and the Joint Statement of the Eighth Consultative Meeting of the Heads of State of Central Asian Countries and the Republic of Azerbaijan were adopted.
