It is continuing the implementation of the joint project of the Academy of Civil Service and the EU for the improvement of the administrative management system

The regular meeting of the Coordinating Council of the joint project of the Academy of Civil Service and the European Union "Strengthening Civil Service Potential in Turkmenistan" was conducted at the Yildyz Hotel in Moscow. The meeting reviewed the results of the work for the reporting period, as well as the action plan for 2018.
The meeting was attended by representatives of the national partners of the project, including the Ministry of Finance and Economy, Labor and Social Protection of Population, Education, as well as the Institute of State and Law under the President of Turkmenistan, the International University for the Humanities and Development.
The joint project launched in 2017 is aimed at raising the professional level of government employees and improving the educational process in this area, in particular, studying international experience, giving insight into the innovative methods of European academies, higher schools and research centers.
The study visits were organized in 2017 for the academic teaching staff of the Academy of the Civil Service in a number of EU and CIS countries, including Bulgaria, Austria, Lithuania and Belarus. During the visits were conducted consultations, round tables, trainings, thematic presentations and other events.
It was studied the European experience in introducing modern practices of public management into the educational process. Particular attention was paid to the aspects of decision-making at planning the socio-economic development of the region in a competitive environment.
For example, during a visit to Bulgaria, a group of specialists representing various ministries and departments, educational and scientific institutions of Turkmenistan, presented a modular program used to improve the skills of representatives of planning, financial and budget organizations.
The master class, conducted by the leading lecturers of the Institute of Public Administration of Bulgaria in an interactive format, specified the process of making managerial decisions. The participants of the seminar were divided into 3 groups. Each group was responsible for a certain area of work. The first group carried out an economic analysis of the situation at the micro and macro level, including the search, collection and processing of information, also identified and generated a list of problems to be solved.
The second group developed and evaluated alternative solutions. Finally, the third group specified the task and monitored the progress of its implementation, making adjustments to the assessment of the result.
The program of stay of Turkmen specialists in the Republic of Lithuania was also interesting. The delegation, in addition to the teachers of the Academy of Civil Service, the Turkmen State University, the International University for the Humanities and Development, included leading specialists of the Ministries of Foreign Affairs, Education, Finance and Economics.
The main theme of the meetings is the study of Lithuania's experience in the modeling process used in solving planning, monitoring and information collection problems at all levels of government.
The members of the Turkmen delegation demonstrated methods of constructing standard models that are widely used in the system of state management. The Lithuanian colleagues gave a presentation of the process of their developing.
The study visit of the representatives of the Turkmen delegation to the heads of a number of departments of the budget and social sphere was conducted in the Mayor's Office of Kaunas. During the visit were discussed the key tendencies of raising the professional level of civil servants.
The development of training programs to improve the organizational skills of students of the Academy of Civil Service will be one of the important directions of the project in 2018. It is planned with the assistance of a technical group of international experts representing the countries of the European Union to develop a series of modules on such topics as "Personality and Communication", "Financial Resource Management", "Negotiating Techniques", "Technology of Development and Decision-Making", "Management of Economic complexes "," Infrastructure design" and "Management of city-forming enterprises".
Teachers from the Academy of Civil Service as well as a number of national consultants representing the ministries and departments of the country will be involved in the process of the preparation. This approach will effectively combine international experience and national priorities in the context of the Program for Social and Economic Development of Turkmenistan for 2018-2024.
