The 2026 High-Level Forum on Global Human Rights Governance Was Held in Beijing
The High-Level Forum on Global Human Rights Governance took place in Beijing on June 11–12, 2026. The event was co-organized by the State Council Information Office of the People's Republic of China and the Ministry of Foreign Affairs of China.
The main theme of the two-day forum was “Joint Development and Universally Accessible Human Rights: The 40th Anniversary of the Declaration on the Right to Development and a New Vision for Global Human Rights Governance.” The event attracted over 400 participants from more than 100 countries and international organizations, including the United Nations. Li Shulei, a member of the Political Bureau of the CPC Central Committee and head of the Publicity Department of the CPC Central Committee, attended the opening ceremony and delivered a keynote speech.
The forum featured five sub-forums dedicated to the following topics: “The Significance of the Global Development Initiative for Human Rights”, “The Place and Role of the Right to Development in the Global Evolution of Human Rights”, “Ensuring the Right to Development and New Challenges in the Era of Artificial Intelligence”, “Green Development and Human Rights Protection”, and “Modernization and Free Full-Scale Human Development”.
Yagmyr Nuryyev, Director of the Institute of State, Law, and Democracy of Turkmenistan, participated in the forum. Speaking at the fourth parallel session, titled “Green Development and Human Rights Protection”, he noted that Turkmenistan, guided by its universally recognized status of permanent neutrality, consistently advocates for the principle of “Peace through Development”. This approach is vividly reflected in the country's environmental policy. Nature conservation and rational resource management are viewed there as the fundamental basis for sustainable development and human rights protection.
The universality of democratic values such as human rights protection and green development is widely acknowledged, and a shared commitment to them should contribute to strengthening peace, stability, and prosperity regionally and globally, thereby facilitating the achievement of the Sustainable Development Goals.
On the sidelines of the forum, China's National Human Rights Action Plan (2026–2030) was also published, outlining the country's key priorities in this area for the next five years.
