Memorandum of Understanding Signed Between Oguz Han Engineering and Technology University and Chang’an University

On June 10, 2026, the Oguz Han Engineering and Technology University of Turkmenistan hosted the International Scientific and Practical Conference titled "Oguz Han University: Talent, Innovation, Development." The event was timed to coincide with Science Day, widely celebrated in the country under the year – “Independent, Permanently Neutral Turkmenistan — Homeland of Purposeful Heavenly Horses”.

The international forum brought together faculty and professors representing 50 prestigious higher education institutions from 22 countries, including several universities from the People's Republic of China.

Following the conference, on June 11, a signing ceremony for the “Memorandum of Understanding between the Oguz Han Engineering and Technology University of Turkmenistan and Chang’an University of the People's Republic of China” was held via direct videoconference at the Embassy of Turkmenistan in the PRC.

Mr. Yang Wangtong, Deputy Dean of the International Education Faculty of Chang’an University, visited the Embassy of Turkmenistan to attend the virtual signing ceremony. Following the event, diplomats of the Embassy held a meeting with the guest to discuss prospects for future cooperation between the two universities, opportunities for Turkmen youth to study at the said institution, and a number of constructive initiatives to be implemented within the framework of the Memorandum.
